Give Youth an Opportunity to Drive

Background

To drive, a youth in foster care needs car insurance.  Yet, the State does not currently offer it, and the youth’s caregiver may not wish to place the 16 year old on their own insurance policy.  We are at a standstill.  Other States have found a way for the State to cover the policy.  That is our goal in South Carolina, as the State is the child’s custodian.
